On February 19, President Yoshihiko Noda visited the Ambassador's residence at the invitation of Vietnamese Ambassador to Japan Phan Quang Hieu. The two parties agreed to actively promote mutual visits and other activities based on the memorandum of understanding on inter-party exchanges concluded between the Constitutional Democratic Party of Japan and the Communist Party of Vietnam in 2023.
The Vietnamese side explained that the government and ruling party have undergone organizational restructuring in the country, and that as a result, the inter-party exchange duties that had previously been handled by the Communist Party of Vietnam have been transferred to the Ministry of Foreign Affairs. As a result, the Embassy of Vietnam in Japan will be in charge of inter-party exchange duties between the Constitutional Democratic Party of Japan and the Communist Party of Vietnam.
The meeting was also attended by Kentaro Genma, Director-General of the International Department, Yoichiro Aoyagi, Deputy Director-General of the International Department, Shu Sakurai, Ayaka Shiomura, and Chiharu Takeuchi, Deputy Directors-General of the International Department.
