On February 27, the Constitutional Democratic Party of Japan adopted a resolution strongly condemning the invasion of Ukraine by Russia at its 2022 Annual Convention.

Resolution Strongly Condemning the Invasion of Ukraine by Russia

The Constitutional Democratic Party of Japan

With regard to the situation concerning Ukraine, the international community, including Japan, has made strenuous diplomatic efforts to ease and resolve the tensions, as Russian military buildup near the border has continued since last year.

 However, Russian President Vladimir Putin on February 21 signed a presidential decree unilaterally recognizing the "independence" of the self-proclaimed "Donetsk People's Republic" and "Luhansk People's Republic" which are both part of Ukraine, and on February 24, Russia launched an armed attack and invasion of Ukraine.

These actions clearly infringe upon Ukraine’s sovereignty and territorial integrity, constitute serious violation of international law prohibiting the use of force, and contravene the United Nations Charter.  This situation is a challenge to the international order based on the rule of law, not only in Europe but also in Asia, where Japan is located, and is an outrage that could shake the very foundations of this order.  This act of aggression by force by Russia is unacceptable and is condemned in the strongest terms.

Despite the international community's strong demand for restraint, Russia has continued its aggression, even invading the capital city of Kyiv.  We are deeply concerned about the potential increase in civilian casualties.

The Constitutional Democratic Party of Japan reiterates its support for Ukraine's sovereignty, unity, and independence, while appealing to the world for enduring peace in the international community under the pacifist principles of the Constitution of Japan. We support the Japanese government in taking measures consistent with the G7 and other international bodies for economic sanctions and humanitarian assistance. Again, we strongly urge Russia to immediately cease the attack and withdraw its troops.
